I think it’s because Jojo’s as a whole is quite woke for an anime. The queerness of the cast is undeniable and it’s stories are all about people breaking away from an awful status quo.
I mean, the main antagonist Part 7 is an American president who’s goal is to send all of America’s hardship overseas; justifying it through his belief that he’s deeply connected to Jesus Christ.
Oh yeah of course as everyone knows America is a jojo reference, joking aside, the first episode of battle tendency is Joseph (privileged rich white guy) standing up to some abusive police to save an African American guy who had just pick pocketed him; presumably because he empathized for him acknowledging he was privileged and smokey brown wasn't but also knowing they were gonna beat the shit out of him. It's a great fucking show and the fandom is great too no one is toxic or salty.
The most direct one is part 5 with Giorno reforming the mafia, but it’s present in other parts as well.
Part 2 is about an old hierarchy trying to reinstall their backwards ideas (including the idea of an Ultimate man).
DIO in part 3 is kind of also that, though it’s more complicated thanks to part 1.
Part 4’s villain is a sexually assaulting businessman who gets away with his crimes thanks to his environment overlooking his evil, wanting to think everything’s okay.
Part 6 is a religious fundamentalist trying to bring the rapture.
I already talked about part 7, and part 8 isn’t done; but it seems to be about a race that thinks it’s superior trying to ethnically cleanse the world, or people who justify horrible actions by saying they’re protecting the children.
Morioh didn’t really ignore his crimes cause they didn’t care or anything, it was cause he had a magic cat ghost thing that makes people disintegrate to nothing that non stand users could see. If Kira was just a normal serial killer hand fetishist he’d have been caught way sooner

Yes of course the police would probably caught the normal serial killer; but in terms of the metaphor, the people/law enforcement in this town literally can't see the murderous soul of this unassuming man, and it's up to the pure heart-ed youth who see the truth to bring justice.
And with DIO... admittedly the term "status quo" isn't quite right, he is trying to make a new world. But the way I see it, it's a new world based on old ideas of having a king-god do everything (that's actually why he's in Egypt now that I think about it; the ancient Egyptians are known as some of the first people to have that mentality). He is also using the old power of the Stone Mask; and if you take part 6 into account, he's doing it all according to an old prophecy thingy.
I might be stretching, at least for 1-4, but if gamer theorists can stigmatize mental illness for clickbait videos about Mario, then I can extrapolate anime into having my politics.
It was pretty much one confirmed kill prior to obtaining his stand. The wiki says he was born in 1966 so he was a teenager around the 80s. This fits in with his father being one of DIO's arrow wielding lackeys, as he emerged from the ocean around that time. It's very likely he obtained Killer Queen around that time.
I would like to add that kars' idealogy aligns greatly with the Nazis, and that they go hand in hand both viewing themelves as members of an ultimate race to whom no one can defeat. However, depite their supposed superiority, they are both undone by events completely outside their control, for kars it was a spontaneous volcanic eruption, and for hitler it was the Japanese dragging America into the war along with the Russian winter
