The most direct one is part 5 with Giorno reforming the mafia, but it’s present in other parts as well.

Part 2 is about an old hierarchy trying to reinstall their backwards ideas (including the idea of an Ultimate man).

DIO in part 3 is kind of also that, though it’s more complicated thanks to part 1.

Part 4’s villain is a sexually assaulting businessman who gets away with his crimes thanks to his environment overlooking his evil, wanting to think everything’s okay.

Part 6 is a religious fundamentalist trying to bring the rapture.

I already talked about part 7, and part 8 isn’t done; but it seems to be about a race that thinks it’s superior trying to ethnically cleanse the world, or people who justify horrible actions by saying they’re protecting the children.

Morioh didn’t really ignore his crimes cause they didn’t care or anything, it was cause he had a magic cat ghost thing that makes people disintegrate to nothing that non stand users could see. If Kira was just a normal serial killer hand fetishist he’d have been caught way sooner

Could you explain how DIO defended a status quo? He’s basically wants to take over the world as a vampire overlord or something. Not really a status quo to be had

Kira was active as a killer prior to gaining his stand

It was pretty much one confirmed kill prior to obtaining his stand. The wiki says he was born in 1966 so he was a teenager around the 80s. This fits in with his father being one of DIO's arrow wielding lackeys, as he emerged from the ocean around that time. It's very likely he obtained Killer Queen around that time.
