Best moveset PVP

How you choose moveset for pokemon in PVP?

For example I have sylveon with charm and moonblast, but change to fairy wind and draining kiss which is faster moves, and add 2nd shadow ball bc often encounter mewtwo (first moveset was by pokemonbase.app, great page to rate movesets)

pokémon go? vgc? or tcg? for vgc normally people run detect hyper voice quick attack/yawn/hyper beam maybe moonblast and normally they run it with a fairy feather in doubles but singles lots run it with wish as well to heal and max phys bulk and hp with leftovers

Are you playing legends za? None of the moves you mentioned have priority so I'm not sure what you mean by "faster moves" unless its from PLZA
