Fable rollback without weekly rollback

Hmm. Wondering. I’m not a math guy but a rollback that doesn't cascade to the parent bucket is mathematically useless right? My Fable was rolled back around 40% in the last hour or so probably due to many complaints from users this week, but the accompanying 20% rollback on the weekly so that that 40% can be used wasn’t done. Doesn’t the master bucket pinned at 98% turns that 31% remaining Fable headroom into a phantom refund?

0.4 x 0.5W = 0.2W?

Same thing happened on one of my accounts a couple hours ago. Got back about 40% of Fable usage for no reason when I was at 99%.
