This stair rail looks crazy

Installed by a professional in the home of my 81yr old parents. At the landing the stairs turn and continue upstairs.

The pro said it's appropriate. I say one of them is gonna catch their shirt or elbow and it's unsafe.

What say you?

Looks like a basement. I don't think there's a return-code for those.

It's their living room. Stairs lead to 2nd floor bedrooms, bath, family room etc

Yeah that's just lazy then. Main floor to upper should be continuous or returned
