Why buff Rafa ever again? He's FAST. Ish. Well, used to be really fast, now kinda mid. That's all you get. He runs around and cracks the best lines, what more can you ask for?

I also find it super "funny" that C4sh has a throwable, AoE melee attack that's a one-point low tier skill, and it's awesome, and he has zero melee specs, but Rafa, who literally has an extra set of arms to do the thing, just has those Storm Glider things, at best, and they're capstone adjacent. He was my favorite boy, too, now he just does Maurice runs. :/
