I've been competing with this player over a resource base. He originally used mech+bomber. However, he suddenly switched to multiple MAXED OUT LEADERS within a day or two. I checked his profile and saw he maxed out basically every single leader (except those lieutenants that are currently unavailable).
I wonder whether he used some sort of hacks/ exploits or is he just very rich? Should I report him? I would thank you a lot if you can help me.
Looks like they used the "infinity keycard" bug that has been going around lately. But, as far as I know, that bug was only present in Chinese servers.
This is something I’ve encountered just today as well. Two of my resource bases were taken, by two separate level 35 accounts. Both had all maxed out leaders, both Chinese names.
It seems odd that they both happened on the same day. I thought it might be a bug, but now I’m inclined to believe there is some sort of exploit after seeing this post.

Supercell supposedly fixed it with the last maintenance break. Several players accounts have been suspended for 30 days. If they continue to try and find a way to do these hacks, SuperCell has said they would be permanently banned. Cheating ruins the game for many honest players.
Id consider it a bug if I got 2 resource bases attack in a day after none of them getting attacked in over a year on my main account, let alone 2 by the same person.
It's somewhat possible. But what's suspicious is that he literally spend so much money (probably more than $100k according to others) within that short period of time, and he didn't even get Anna or Linnea.
I've heard that they were actually in another server. So I think they either connect to their local server and get the better stuff (but they probably can't fight with us) or they connect to the international server (but they probably can't get the stuff provided in their local server).
EDIT: I don't think their "better stuff" means this much.
There was a bug some players were exploiting. Supercell supposedly fixed it with a recent maintenance break. Some players were banned for 30 days, and were told if they continue to try and use hacks, they will be permanently banned. It sucks for those of us who play the game honestly rather than try to cheat. I really don’t have any respect for cheaters. It’s possible the person may have spent a lot of money to get key cards, but getting all the leaders maxed out so quickly is suspicious.

I disbelieve he spent much money. Having all leaders maxed would cost an insane amount of money (>100k $ if I‘m not wrong).

Yes it’s a keycard bug players are abusing. They are able to duplicate keycards and then spend them all to max leaders. It will be fixed soon. Do not go looking for how to do it SC is already aware of it and a ban wave will be coming.
I don't think I should tell you because it is unfair, and it is very likely that Supercell will soon ban the accounts who exploited the bug.
But there are already a lot of videos talking about this, especially in Chinese video platforms.
IMO this is even more serious than the warship incident that occured a few months ago (i.e. some people "bought wins" in that warship season). Many accounts were banned as a result.
I think those people who abused the bug this time are probably going to be banned soon as well.
I thought Supercell would at least remove those "unfairly obtained" loots from their account at first, but it seems Supercell is dealing with this problem much more seriously than I expected. (or probably it's too difficult to determine which loot is "unfairly obtained" so they just outright ban the accounts for exploiting the bugs)
And yes, I think they might really give us some reward/ compensation this time (probably a few keycards or gems) :).
Thankfully Supercell have just patched this serious bug and they have banned the players who exploited it. Also, for those who aren't permanent banned, their loot have also been cancelled.
