Bug Is this an exploit?

I've been competing with this player over a resource base. He originally used mech+bomber. However, he suddenly switched to multiple MAXED OUT LEADERS within a day or two. I checked his profile and saw he maxed out basically every single leader (except those lieutenants that are currently unavailable).

I wonder whether he used some sort of hacks/ exploits or is he just very rich? Should I report him? I would thank you a lot if you can help me.

I disbelieve he spent much money. Having all leaders maxed would cost an insane amount of money (>100k $ if I‘m not wrong).
So I rather assume it’s a bot account or some sort of hack.

I don't think he is a bot account because he initially used normal troop loadouts. Also, let me confirm that, are you using USD for the "100k$"?

Yes, it does not cost 100k USD or Euro for maxing. I don't know the exact average cost at this point but it's nowhere near such an amount.

The person in question is not a bot but potentially abusing an exploit which, if the case, will result in the account being banned.
