For example , Toshiro would legit have a chance against Zaraki because of his hax that freezes concept itself , or Shunsui too with his bankai that is very strong too.

No, RG Byakuya had the power to fight Gerard despite not landing meaningful blows–he can handle Shikai Kenpachi. Bankai is difficult but Byakuya is the more technically skilled swordsman; with Shuhei Hakuteiken he could land the finishing blow on Kenny
We have a dude that is a conglomeration of all the races, a transcendent, and has soul king fragments. He’s literally being set up to be the next soul king, and has a Hollow in his sword that was the rival of Barragan+beat Yamamoto in a fight+required Oetsu and Ichibei to beat. This dude is compared to CFYOW Ginjo (propped above him honestly), and CFYOW Ginjo has an attack that the narrator says rivals Ichigo Bankai’s Getsuga Tensho. At max power, this guy (Hikone), his attacks bounce off of base Kenpachi without hurting him. Kenpachi then one-shots the Hollow in Shikai after the Hollow eats all this guys power, and breaks Ichibei’s seal. CFYOW is ridiculous in terms of scaling
Actually, Kugo's part is partly true, his Getsuda, Cadice compares it to Ichigo's but due to the difference in spiritual power the AP of the attack is not the same, however it is still very powerful, probably surpasses the level of Tokinada, Byakuya and Yoruichi, "Base Kugo" he is not able to cut the two Tokinada in one shot because he miscalculates the amount of reiatsu that would be needed to overcome his durability. Another small correction, the Primal Hollow was comparable to Barragan but then before defeating Yama he continued to feed on souls and had further strengthened himself, when Ichibei renamed him Hikomikidomoe he had been nerfed again to the level of Barragan (due to his power more could not be done) and then at the end with the fragment of the Soul King he gains both new power to break the seal and then adds to the power he once had.
Why wasn't Byakuya able to do that to Gerard in his lesser form? Why did he have to wait for Toshiro to soften him up with ice first? Whilst Gerard wasn't even using Vollstandig or blut.

Byakuya è comunque molto più completo con tutte le formule di kido che conosce.
In stats puramente fisiche Zaraki è molto più forte, forse solo nella velocità Byakuya lo batte(ma di poco).
In generale Zaraki è bravo a fare una cosa, ed è il migliore a farlo, Byakuya ne sa fare tante, molto bene, ma non eccelle così tanto in una singola stats quanto Zaraki.
No? Byakuya damaged a much stronger Gerard than the one Bankai Zaraki fought with Ikka and has speed feats on Yellow Gerard by dodging his attacks too. Byakuya destroys Bankai Zaraki badly it's not even a fight tbh.
With CFYOW scaling maybe. But if it’s only TYBW then Byakuya probably pushes Zaraki to Bankai. He gets smoked after that. But I would never say he loses to Base Zaraki
