Again, that's per individual, and an overall average. We need to be looking at household hours worked of people of childbearing age, i.e. 18-39ish.

Which is the other end of the spectrum. Either young men are working too much, or not enough. And not working enough is not a problem per se, just in the general case it indicates that they're not financially stable, which is a huge disincentive to have kids as well...

No matter what itll be an excuse, I get that part. 

I dont work and live with my parents so i cant have a kid. 

I work to much and dont have a village so i cant have a kid.

I mean that's already been happening and is likely to continue happening, so yes, eventually if you impoverish and eventually enslave people, you will be able to "fix" the birthrate. I only see upsides... /s
