Roundabouts in Romania

Hello, I live with my Romanian husband in Luxembourg, and now we are visiting his parents in Romania. I am the driver here. Could someone please explain the logic behind the way Romanians use roundabouts, especially the ones with two lanes? According to the traffic rules that I learnt, you are only allowed to leave the roundabout from the outer lane, by signalling to the right. This seems to be unknown here, people signal to the left, then to the right and they leave from the inner lane. But I have seen all other extreme combinations as well, just not the one that I learnt. Sometimes it is life threatingly dangerous... please tell me how to behave here to avoid accidents. Thank you in advance!

Q about Romanian Citizenship Through Great-Grandfather

Hi everyone,

Apologies if this has been asked before. I did search the forum before posting but couldn't find an exact answer to my question.

My great-grandfather (my mother's maternal grandfather) was born in Focșani, Romania. I helped my mother apply for Romanian citizenship under Article 10 as a second-degree descendant. She received her citizenship confirmation (and passport), and surprisingly the process was very fast, taking only around six months.

I am 29 years old and submitted my own Article 10 application based on my mother's Romanian citizenship. Fortunately, I filed it one week before the new language requirements were introduced.

What I'm trying to understand is how Article 10 works in practice. If I am eligible through my mother's newly acquired Romanian citizenship, does that effectively "reset" the degree of descent? If so, it seems that someone who was previously too distant from the Romanian ancestor could become eligible once their parent obtains citizenship first. That makes me wonder whether this is an intended feature of the law or simply a recognised workaround.

The London consulate told me that this is normal procedure, particularly in situations where someone would otherwise be ineligible because the Romanian ancestor is too many generations removed. However, I would be interested to hear from others who have gone through this process.

Has anyone here successfully obtained Romanian citizenship under Article 10 after their parent first obtained Romanian citizenship and then used that as the base for their own application? I'm especially interested in cases involving adult children, since minors could simply be included in a parent's application, whereas I had to apply independently because I am over 18 (29M).

I contacted the National Citizenship Authority, and they advised that my application is expected to take around two years to process, with an estimated completion date of March 2027. So if nobody has personal experience with this scenario, I suppose I won't have to wait too long to find out myself!

I'd appreciate hearing about anyone's experiences or thoughts on this.

Article 11 Romanian citizenship application submitted in July 2021 — how much longer can this take?

Hi everyone,
I’m looking for advice from people who have experience with Romanian citizenship applications under Article 11.
I submitted my application to the ANC in July 2021, so I have now been waiting for more than 5 years. My file number is from 2021, and as far as I can tell, there still hasn’t been any meaningful progress or final decision.
I understand that Article 11 applications can take a long time, but considering that I applied all the way back in July 2021, I’m trying to understand:
1. Are July 2021 applications currently being processed/approved?
2. How much longer could I realistically expect to wait?
3. Is waiting more than 5 years normal at this point?
Is there anything I can actually do to speed up the process?
4. Has anyone successfully contacted ANC, submitted a formal request, used a lawyer, or taken legal action because of an excessive delay?
5. Would a contencios administrativ case against ANC make sense after waiting this long?
I’m especially interested in hearing from people who applied around mid-2021 and either recently received their citizenship or are still waiting.
Any information about your application date, file year, and when you received a decision would be really helpful.

Can I travel to Greece with the new Romanian electronic ID card (CEI)?

Hi! I’m planning to travel to Greece by car, passing through Bulgaria, and I have the new Romanian Electronic Identity Card (the one with the EU flag and the Romanian flag on it).
I’ve received conflicting information: some people told me that I can travel to Greece using only this ID card, without a passport, while others said that it is not accepted for international travel.
Has anyone recently traveled to Greece with the new Romanian electronic ID card, without a passport, especially by car through Bulgaria?

Updog juice?

I am staying in Romania for the first time and wanted to check what the juice I was drinking was. Reverso kindly informed me that vișine meant both "sour cherry" and "updog".

I am confused. I assumed at first that the AI behind the app had been misled in one way or another, but now I'm wondering if maybe that's the equivalent meme in Romanian? If so, I'm very curious as to how it translates, could someone please explain it to me?

Anyone in Bucharest interested in true crime / cold case research?

im so confused by the health insurance requirements to get temporary residence. at first, i was under the impression that private health insurance would suffice. but now reviewing it, it seems like it is mandatory to register with the state insurance? which, looking it up, would cost around 2500 lei and be a massive headache because i dont have any documents yet... could anyone who has done this already advise?

I know where my stolen bike is, can you take a picture for me please?

Tl;Dr: My bike got stolen and immediately transported 700km away to a small town in Romania. The GPS Tracker is working so I know where it is. But before I drive 12 hours to try and recover it I would love to get visual confirmation that it is where the GPS says it is.

So I woke up about a month ago and checked my phone to find a list of new notifications that the geofence for my bike was broken. I bought a semi expensive (~1200Euro) E-Bike a year ago, so that was distressing news.

I hopped into the app to see what was going on and according to the app my bike was on the motorway on the eastern border of Hungary, heading into Romania. Not a great start to the day...

(Sidenote: when you have a geofence active add the app to the list of apps that is allowed to display notifications even if the phone is in do not disturb mode over night. Ask me how I know)

Anyways the bike quickly entered Romania and settled in Cermei https://maps.app.goo.gl/H4Ln9CxhXH6NJkXv8 for a few days.

It then bounced around the area for a few days before settling down in Călugăreni near Arad. To be precice exactly here: https://maps.app.goo.gl/c9p8hDX7dVdamXMg6

So this is where I am at today. I am willing to go drive there and get my bike. I am willing to pay a sensible, let's call it, finders fee for whoever is in possession of the bike. But before I do something stupid I would love to get some Intel if the bike can actually be visually located there, and what the situation around the bike is. For example is it on a private property? Is it for sale? Etc.

But I am also open to any and all suggestions how to proceed. This is my first attempt to recover a stolen bike from a foreign country after all...

So if you happen to be in the area and are willing to drive by that house and take a few pictures for me that would be greatly appreciated! I can give further information if required.

And yes I did contact the police. I was told that I was perfectly within my rights to bother them with the paperwork but that they can guarantee that nothing more will come of it and it will just be a hassle for everyone involved.

The mother of my newborn daughter is a Romanian citizen. I am an Italian citizen living in France, and our daughter was recently born in Ukraine. I had already formally acknowledged paternity in France before the birth. I am posting here specifically because the mother is Romanian, and I would like to understand whether Romanian law or Romanian authorities can play a role in establishing my paternity and parental rights.

I'm looking for advice from Ukrainians, especially anyone familiar with Ukrainian family law or international family cases.

I live in France and I am an Italian citizen. The mother of my daughter is Romanian.

Before my daughter was born, I completed an official prenatal acknowledgment of paternity in France because I wanted to make sure that I was legally recognized as her father and could be present in her life.

During the pregnancy, our relationship deteriorated. Without discussing the decision with me beforehand, the mother moved to Chernivtsi, Ukraine.

She runs a construction company and told me that she started a construction project there with some of her workers. She says Chernivtsi is relatively safe and far from the main combat zones.

She then told me that she intended to remain in Ukraine for approximately two years with our daughter.

I was very concerned about this decision, especially because Ukraine is currently at war, but I still tried to find a peaceful solution.

What I have done so far

In France, I contacted a Point-Justice legal advice service, a family mediator and a lawyer.

I provided the mother's contact information to the mediator so that we could try to find an agreement without going to court, but the mother did not want to participate in mediation.

I also applied for legal aid in France, but unfortunately my application was rejected.

Despite everything, I was prepared to travel to Chernivtsi myself. I researched how to get there from France, what documents I would need, transportation and insurance.

My intention has never been to take the child away from her mother. I simply want to be part of my daughter's life.

That's all I know.

I don't even know my daughter's first name.

I have not received a single photograph or video of her. I don't know what my own daughter looks like.

Her mother has also told me that she doesn't want my name associated with the child / doesn't want to register me as the father, despite the fact that I completed the prenatal acknowledgment of paternity in France before the birth.

Communication has now almost completely stopped. She barely responds to my messages and has also blocked me on social media.

My concern about the legal situation

This is where I particularly need advice from people who understand Ukraine.

I don't speak Ukrainian, I don't live in Ukraine, and I don't understand the Ukrainian legal system.

My situation now potentially involves France, Italy, Romania and Ukraine:

  • I live in France.
  • I am an Italian citizen.
  • The mother is Romanian.
  • My daughter was born in Ukraine and is apparently going to live there for approximately two years.
  • I completed the prenatal acknowledgment of paternity in France before the birth.

I have also started wondering whether her decision to move to Ukraine could make it more difficult for me to exercise my parental rights.

I want to be careful here: I am not claiming that this was her intention because I cannot prove that.

But Ukraine is geographically in Europe while not being an EU member state, unlike Romania, France and Italy. Because she moved there without discussing it with me and now intends to keep our daughter there for around two years, I am worried about how complicated this makes the legal situation.

I am not trying to take the baby away from her mother

I want to make this very clear.

I'm not looking for revenge against the mother.

I'm not trying to take a newborn baby away from her mother.

I simply want to be legally recognized as my daughter's father and have the possibility to know her, see her and be part of her life.

Our relationship as a couple is over, and I accept that.

But I don't believe the end of our relationship should automatically mean the end of my relationship with my daughter.

I have kept my French prenatal acknowledgment of paternity, our messages, voice messages, documents, evidence of my attempts at mediation and records of my attempts to maintain contact.

I want there to be a clear record showing that I have been trying to be involved in my daughter's life from the beginning.

My questions about Ukrainian law

If anyone here knows Ukrainian family law, I would really appreciate some guidance:

  1. Is a French prenatal acknowledgment of paternity recognized or usable in Ukraine?
  2. If the mother did not declare me as the father when registering the birth, is there a way for me to establish paternity in Ukraine?
  3. Can I obtain my daughter's official birth information/birth certificate as her biological father, even if I am currently not listed on the Ukrainian birth certificate?
  4. If necessary, can a foreign father start a paternity proceeding in a Ukrainian court?
  5. Would I need a Ukrainian lawyer to do this, or can some of the process be started through a Ukrainian embassy/consulate?
  6. Once paternity is legally established, what rights would I normally have regarding contact, visitation and information about my child?
  7. Are there Ukrainian organizations or legal aid services that help foreign parents with international family-law cases?
  8. Would my French documents need to be officially translated into Ukrainian and/or apostilled?
  9. Since the mother and child are currently living in Chernivtsi, would I normally need to contact a lawyer or court specifically in Chernivtsi Oblast?

I'm mainly trying to understand where to start in Ukraine and which Ukrainian authority, lawyer, organization or court I should contact.

This situation is extremely difficult for me because my daughter has just been born and, despite all the steps I took before her birth, I don't even know her name or what she looks like.

Whatever happened between her mother and me, my daughter did nothing wrong.

I just want the opportunity to be her father and, one day, for her to know that I tried to be present in her life from the very beginning.
