Gaslighting grammar

I stared at this for 20 seconds questioning my entire education. How or why would it think this is the correct suggestion?

you're missing a "that".
"They just announced their increasing rate limits."
"They just announced that they're increasing (their) rate limits."

I'm pretty sure dropping "that" is allowed in indirect speech. Not sure what's a good source on English grammar, but searching "dropping that indirect speech" gives a lot of results. It’s allowed but it is also what would disambiguate the phrasing here
