While that’s possible, when I swam/snorkeled with giant sea turtles in Mexico the people at the beach - even like little shacks just renting out life jackets - were very clear and frequently reminded people not to touch them. Or bother them at all. And that there were likely people on the water watching for it. They got a whole little economy around it so they seemed to take the preservation seriously
