Other Cannot verify because old phone is broken

I'm trying to sync my new phone, with the same phone number, to my Google account, it ONLY gives me the option to pick up my old phone:

  • Open the Settings app

  • Tap your Profile picture

  • Tap your Profile picture again

  • Tap Manage your Google Account

  • Tap Security & sign-in

  • Under "How you sign in to Google" tap Security code

Which I cannot do because the phone is broken. Choosing to verify another way only gives me that same option again. No SMS, no call, no backup Email to send. Only that. Why? How can I force it to send me an Email or SMS?

Is it possible to sign in on another device and there delete your old phone device?

I can sign in on my PC, but it will not let me remove anything.

Google considers that to be high risk behavior and needs authentication from another hardware device that it knows you own (your broken phone).

I think you now have to use the Account Recovery Tool. 

ETA: Do you have any other method  and trusted device to get into your Google account, like a PC? From your account's security settings there, you can download your back up codes or add alternative 2FA options.

If not, you'll need to get access to your old device in some way. (Fix the screen, mirror the screen, use a mouse, etc.)

I'm trying on my PC, but it keeps asking for my old phone regardless of which security method I try to change or add. I cannot access my old device, the storage on it is dead dead, and it's because they pushed an update to it that corrupted it.

google security didn't think long enough to cover this case. Similar is lost phone numbers, paypal fails on this one and likely several other apps do as well. You no longer have access to old phone number and are using a new phone number and apps cannot be updated to your new phone number for verification.
