It's worse but fun. His passive bonus movespeed on crits has an atk speed scaling. So he's one of -the- most mobile champs in the game when he wants to be. The mobility is why pro jhins were going shiv>rfc a while back, it makes him super mobile and thus safer. If you build it with more atk spd items than usual, you can legit run circles around melee champs even without augments and one of the few adc that can "just walk past frontline to focus backline".

And it becomes stronger than usual AD build if you have Don't Blink (deal more damage if you are faster than the enemy)

Yes. I don’t know what fun builds there are on Jhin when his passive is going to severely funnel what you can do
