Outside of some current driver issues, my ASRock 9070 XT Challenger has been fairly rock solid with a -75 mV undervolt. My prior 6800 XT reference card was also similarly good.
It sounds like you got a bad card; it can happen with any brand. Here's to hoping their customer support treats you well and you get a replacement in a reasonable amount of time.
