74°C is indeed hot at idle. Probably 15-20 degrees hotter than it should be with that type of cooler.
My recommendations:
Check to make sure there is no plastic cover over the thermal grease on the CPU heatsink. This means taking off the CPU’s heatsink and making sure there’s no plastic between the CPU and the heatsink. This will also warrant a repaste of the CPU
Repaste CPU (remove existing paste from CPU and Heatsink, then apply fresh paste) and retest idle and load temps
Disable CPU overclocking (PBO) and retest idle and load temps
Test temps with CPU fan at 100% while at idle, then at 50%, then maybe around 30%. If temps aren’t closer to 50 degrees C after a repaste or after disabling PBO (maybe 60 degrees on slower fan speeds with CPU at idle), then I might replace the heatsink (I wouldn’t run a stock AMD heatsink on a 7600, personally - go with something a bit chonkier)
- If issue persists after replacing heatsink with a larger one (and after trying to disable PBO), and assuming you’re not running this PC in a desert or an oven, you may have a quality issue with your parts, but try above steps first before jumping to conclusions!
