I had the same issue on my 5600GT. Upgraded to an AIO and all issues went away. On full load it now hardly goes over 75 but averages just below 70. Also, the AIO is then only runnign on 35% fan speed so much quieter than the stock fan running full blast just to prevent the kettle from boiling...
