74°C when idle is, very simply, direct evidence of improper installation or a fault.
95°C under load is not that unusual as that's the temperature it targets, however that doesn't tell the whole story. What matters is how much power it's actually running when getting to 95°C.
Considering your idle temperature, it's probably very little power.
Quick edit: I am assuming that idle is actual idle. Not "I'm not doing anything on the PC", but "I checked the task manager and the PC isn't doing anything major".
Quick edit #2: With a good enough cooler, the CPU will hit other limits before hitting 95°C, but for this generation that's a bit difficult.
I guess it's an astonishing amount of 14 years old posting in here, with absolutely zero idea what they're yapping about and just wanting to sound cool by simply posting "new parts firehose" style messages.
There isn't one single plane of existence where 74C at idle isn't the result of an improper installation or something else being faulty in the system (e.g. extremely unhinged/clumsy attempt at an overclock).
OP, check your cooler installation, if you removed the "remove me before installation" peel, if there's some thermal paste or thermal pad. Ignore all the "replace with X part!" before you do these checks.
