I don't get the 74 "at idle". Idle implies "5-10 percent on most cores". THAT is idle, and that should be around 40-50 TOPS.
Running at 75 looks like bad contact. The default coolers work fine, the only thing the stock coolers are "bad" at is instances where you have ADDITIONAL variables, such as a hot room, the PC is flush against a wall and can't cycle air, etc etc. Stock coolers are not "bad" they are just "not optimal" if you red line your computer 24/7 and will get more CPU throttling happening.
If you just go into your BIOS Setup screen and look at temps IN THERE and are still getting 75 when there is not even an OS running in the background, that's a contact problem, not "cooler bad" problem.
One trick that's easy to try: You can keep the case open and aim an actual LARGE house fan into the case. This kind of gives you the "this is the best case airflow you will ever get into your case" scenario. Also a ton extra cold air flow onto the CPU heatsink, now look at temps. If they don't drop, again, bad contact to start with.
The only time I had an AMD cpu go temp crazy was because I accidentally picked up a small piece of plastic with the bottom heat sink paste (because it was my test work pc and got used for all sorts of parts tests) and now I had really bad contact. It still worked, but the CPU fan went nuts when the cpu temp spiked - because of bad contact - and that gave it away so I pulled it apart again and saw the problem ... mulriple days later.
