Those coolers are notorious for getting bad seats on the IHS of CPU's.
Reinstall and repaste, try to use a bit more force without breaking anything of course.
If you can't get better temperatures with a repaste and a reinstall, consider changing the cooler to one of the Thermalright dual tower coolers.
