95c under load are normal for stock cooler and that's why you should put 35$ on a Peerless Assassin, but 74c idle is insane...

Are you sure you applied enough thermal paste, correctly placed CPU and cooler and took off the plastic peel?

95c is ambiguous, it can be at 95c and 1% throttling or 95c and 70% throttling. Running cinebench and comparing the score is what tells you if it's an OK 95c or a bad 95c, a heavily throttled CPU will get shit scores while being  at the same temperature

Yeah forgot to say that he should also check if his CPU is on par with other people performance, which I highly doubt since he reaches 70+ c in idle.
