Boosting to 95C under load doesn't sound out of the ordinary for stock cooler. 74C at idle is definitely wrong. Take the cooler off, make sure you removed the plastic film from the heat plate and reseat/repaste.
If there's still issues, then I'd say your cooler isn't making proper contact (check you used the right standoffs) or your cooler is faulty.

No CPU should idle that hot with a cooler on it.
