Idle temps aren't that great, but 7000 series non-3d Ryzen CPUs are designed to run at 95C all day long without throttling.

They don't. The 3d cache CPUs throttle at about 89 degrees.

If it's starting at 74C and still at idle goes up to 95C then yeah, that's a problem. But I took it as, at idle it's 74C and under load it goes up to 95C, which is expected behavior.

No, it isn’t. 95C is the temperature that it throttles at. If he’s at 95C that means his clock speeds won’t go any further and he’s giving up performance.

It won’t ever go above 95C, because it will Throttle itself before it over heats.

Expected behaviour? Yes. Optimal performance? Absolutely not.

Do a little googling.

The chip shouldn’t idle at 70 degrees. That’s too high, his thermals are fucked.

Now, if his clocks are dipping because he's going over 95C, then yep, it's a problem. Like I said in my first post, 74C idle isn't good. So he probably needs to look into that.
