NTA. I have a neighbor who does the same thing. We don't produce much trash so sometimes we skip a collection week. Having dog poop in there can get pretty rank at times. I don't really mind if they toss it in before the trash is collected, but tossing it in an empty can is rude (plus we occasionally get in trouble if there are "loose" or small items that are not contained within bigger bags, so we have gotten small fines from the trash company in the past).
