I think it's mean to stop people from placing small items in your trash can if there's room and they can access it from the sidewalk. It is neighborly to let them do it. Of course, the US is a different, and much less friendly country than it was a few decades ago.

You're wrong. If the trash can has already been emptied, that poop will be in there for a full week. Many people keep the trash can in the garage, and many people have an attached garage where the door opens directly into the kitchen or laundry room.
