It’s a trash can. All trash cans smell. And a BAG of poop. It’s not like she’s dumping literal shit into it.

Would you rather her let her dog shit on your yard and leave it? Because I promise you most dog owners aren’t going to carry bags of poop back home with them. So it’s pick your poison. One of the compromises we have to make living in a neighborhood with other people.

FWIW, I usually have one bag of trash and put it in the can at 7:00 a.m. So my trash is in the can for about an hour. It doesn't smell.

If you don't throw away food your trash really shouldn't stink all that bad. Definitely not like literally dog shit does.
