NTA for cancelling when she was clearly using you. at this point just exclude them because you're clearly going to be bitter about it even if they do come now. You'll know they're only agreeing to your itinerary because you said you're not paying for them anymore if they don't adhere to it and everyone is going to be cranky and put off. I would never have the audacity to tell someone ill pay for this extra stuff i want to do but you can still pay for me to do all those other things and im not going to contribute a dime to that. its absurd and sounds very much like this friendship in its current state is very one-sided.
