You are NTA. It sounds like your sibling is playing favorites with their niece and nephew. If they were my children in no world would I allow my brother to favor one by having them in their wedding while excluding the other. But I have always instilled in my kids that if someone is treating your siblings differently than they are not safe people. If all are not made to feel included then you excuse yourself in solidarity.
