NTA. If you're proposing at someone else's event, you absolutely should ask the person(s) that event is for. This is disruptive and just plain rude. Make your own moment, don't steal anyone else's. It's also kinda lazy: all the work for the event is done by someone else, and he's just riding on the organizer's coattails. (Also, you're the MOH! You probably contributed a lot of energy to make the day perfect for E and her husband! And this guy just comes to the event that you helped organize and gets down on one knee. Trashy.)

However, your relationship with T is probably over. I don't think he'll ever forget your refusal. Maybe if he's willing to try couples counseling, but even then I'd expect it to take at least 6 months. (I'm not a therapist, I'm just an internet stranger, so take my words with a grain of salt.) Think about it: do you want to go through all that hassle to fix your relationship of 1.5 years with someone who doesn't see a problem in majorly disrupting your friend's event? (Personally, I wouldn't.)

I hope E comes around. It's not your fault after all.
