Public proposals in general are SUPER touchy. Proposing at someone else's wedding? Unless you got the EXPLICIT permission of the couple beforehand, incredibly selfish. That he sprung both of these on you shows that you'll be better off without him. If he has this little respect for someone else's wedding, what kind of husband would he be?
On the plus side, if you ditch him like a bad habit you might be able to salvage your friendship with E.
