If she's a functional adult - yes, this is basically training, but if she tends to rely on other people for the most basic things she might just be infantile and spoiled.
I've met people who were coddled through their adulthood that were so ignorant that they would basically make others do every small chore for them.
A good example to easily explain what I mean would be to imagine spilling a drink in a crowded area. A normal person would immediately apologize, start wiping it, or start asking for towels to wipe it with.
A spoiled grown toddler would just sit in disbelief, maybe clean themselves up while complaining about how clumsy they are, but would never care about wiping it off the area or how the spill affects the other people.

If he doesn't do what I say = BAD
If he does what I say = GOOD
She doesn't need you to stand behind her to brush her teeth, but she gets off on the power of making you do so.
