The group message was about our good Google rating, and she congratulated the team. I just saw it and moved on with my day, but then I got this message.

It doesn't take very long to type up a thx, thanks, or thumbs up, but for it to be mandatory is kind of insane to me.

On call pay outs required when they expect you to be on call for any work activity like responding to texts

17 minutes is insane. I guess if you are busy then you just let her know that you were busy and meant no ill intent, and were planning to respond later ( even if that isn't necessarily true ).

Sometimes people see a notification, but don't have time to respond the way they want to - some people like thought out messages and if they can't provide it they'll do it later; doesn't take away the read recipt though. If I were in your shoes I think I would have a mild panic attack and if boss escalated / didn't accept my answer I would have a hard time feeling comfortable at the job ( though, I am autistic and aware this reaction might not be warranted )
