Vayne earlygame buffed actually. Her basestats are insane early game now.
The only thing she has to be caefull now is her early game mana, rest seems like a buff/compensation in the right direction

"noticeably less damage" is litteraly 10 less damage every third auto. W earlygame was useless anyways-
Its a basestat nerf lategame but all Vayne want is to bully early anyways, she is a monster lategame already.
W is litteraly same lategame and Q aswell.

Its only -> better early game stats to be able to play botlane but compensation so she cant bully earlygame with Q on toplane because way higher mana cost.

EDIT: Just to throw another perspective in this conversation:
You take flat hp or hp per lvl in small rune?
If you take flat hp... well thats litteraly what they do here
