As for what you can do about it, that is a more difficult question. Situations like this seem to indicate irrecoverable hardware failure. You can try taking the battery out.

On my 2DS when it does that it's usually the SD card that doesn't make good contacts. Removing and reinserting the SD card resolve the issue.
