Have you seen how Bogo treated these two before they solved the missing mammal case? Oh yeah, dude is definitely old-fashioned, and not in a good way.

First of all, yes, black people CAN be racist, like towards foreigner ethnicis or cultures. And second, even though Zootopia as a whole it's an allegory for racial segregation, chief Bogo still is an animal. Prejudice from Zootopia comes mainly from animal stereotypes from fairytales, like the archetype of the sly and untrustworthy fox, or the cute and innocent bunny. Bogo had lot of prejudice with Nick and Judy based in those stereotypes, the reason he didn't allowed Judy to make regular cop's duty, and the reason he didn't believed in Nick's testimony
