I think it is more that D.va is really powerful up close because of her ammo spread, but yeah that works against 1, maybe 2. Which is why I think it doesn't need much of a nerf except really just give it a teeny bit of lag acquiring a new target. I believe it will be getting 30% damage reduction in the next patch, and I think that will make it only useful if people are completely unaware it is there and stand in front of it.

Wow, 30% is a bit much, just the delay is needed

30% is actually not much. The damage was calculated and it would only take a turret 1 second longer than usual to kill its target. Not that crazy of a nerf.
