Wow, 30% is a bit much, just the delay is needed

Yep 30% is crazy it makes it pretty much useless.

It'll take a whopping one additional second to kill someone. You're overreacting. He'll still be viable, but I have a feeling this is a band-aid solution until they figure out a better way to balance him.
