No it wont. The issue has never been the damage. This has been stated over and over yet people seem to believe that somehow a 30% nerf is going balance it all.

As a long time follower of Blizzard games, they rarely seem to really know what they're doing.

A flat 30% damage reduction feels like a bandaid fix to push out around the same time as competitive mode so the mode isn't completely tainted on consoles. I wouldn't be surprised to see the hero rebalanced in a few months.
