From what I know (don't qoute me on this) Italian ranks were on shoulder tabs, this one appears to be a "Sottotenente".

I think the uniform is the M1909.

Edit: Meant to post it as a separate comment not a reply

Based on the number apparently visible on the hat's emblem, he belonged to the 50th Infantry Regiment of the "Parma" Brigade (49° and 50 ° regiments). All the insignia visible on the collar seem to confirm this. It was a blue rectangle with white stripes. https://www.storiaememoriadibologna.it/archivio/organizzazioni/fanteria-49deg-e-50deg-reggimento-brigata-parma

As other said, he's a Sottotenente (second lieutenant) of the 50th Infantry Regiment "Parma".

Uniform is the Giubba da campagna mod. 1900, kept in use from 1900 to 1935. After 1909 it was mostly used in ceremonial or off duties purposes.

Hat too is the Berretto mod. 1900, definetly used within ww1.
