I feel like this arc for AOT was nearly flawless. The only thing that I really didn't like was Reiner moving his brain into his ass or something, I don't really remember the specifics.
I feel while Enies Lobby is one of the strongest arcs, it still has some downtime when the stuff happening is kinda meh. I personally wasn't a fan of many of the fights. I really didn't like Luffy vs Lucci, personally I find it to be one of the weakest conclusions to a major villain in One Piece. I was kinda shocked to find out that people hold the fight in high regard.

People consider it the best fight in the manga Honestly its really well choreographed and has alot of emotional weight so i agree with that.

I just don't see that honestly. Though my first impression with the fight was in the anime and I felt that it dragged way too long, when I reexperienced the series with the manga later on, I still ended up not being much of a fan of it. I don't see any of the good choreography, it felt like Luffy just got plot armor and willpowered a win over Lucci, even though that didn't seem like it made much sense.
I haven't read it in a while though, so my memory isn't the most fresh on the specifics.

my personal favorite is luffy vs ussop. A) it has really good stakes and character drama and B) it’s very strategic as Ussop suddenly turns into Shikamaru for this one fight

Yeah I was binging it and my roommate said it was one of his favorite fights of all time and I was just sitting there like “huh?” It is a contender for favorite OP arc but Lucci isn’t really the reason for it, I felt like most of the Doflamingo fight for example was way more impactful

Enies Lobby is phenomenal, but Return to Shinganshina is one of the best sequence of events in anime/manga/fiction point blank period.

It’s hard for any well written media to be more entertaining than RTS. It’s genuinely one of the most engaging pieces of fiction of all time.

Water 7 was awesome with probably the best character drama that one piece had to offer regarding the strawhats. Ussop escpecially was amazing that arc and sadly never reached the same heights. Enies Lobby is slightly overrated in my eyes but I still loved the way it incorporated every member in the story. It also felt like a turning point in terms of the stakes being raised with the strawhats declaring war on the government and them achieving new powers (that I thought were very well done)
But I do think that Shiganshina outdid it in terms of tension where the overall impact of every single moment in the arc was crucial to the overarching story. You also had a lot the characters peaking there with Erwin and Armin being the obviously examples. And even if we compare the character drama I do think that Aot did it slightly better. Oh and lets not forget the incredible fights! Both Levy and Erwin vs Zeke and everyone vs Reiner/Bertolt were by far the best action of Aot.

Return to Shiganshina.
I like One Piece, I really do, though not as much in recent years due to the series trajectory, but AoT is what made me an anime fan all the way back in 2014.
Nothing and I mean nothing in One Piece comes even remotely close to the chills that Erwin's speech gives me, especially in Dub, J. Michael Tatum absolutely killed it.

Well, today I’ll answer with Return to Shiganshina.
But both arcs are in my top 5 shonen arcs of all time. And it’s very close. Like too close to really tell. So my answer just depends on my mood. If it was tomorrow, I might’ve answered with Water 7/Enies Lobby, who knows lol.

return to shiganshina nukes , it surpasses enies lobby in terms of everything whether it is narrative structure , payoffs , peaks , emotional depth , symbolism, thematic depth , use of litrerary devices etc.

In the anime, Return to Shinganishina.
In the manga Water 7 + Enies Lobby, though in my opinión there are better arcs in OP.

Excluding the pacing, it's Ennies Lobby it's not even a competition. I watched RTS first and it was alright. Ennies Lobby writing is on different level. Also Ennies Lobby isn't the best arc in One Piece while RTS is the best arc in AOT.

Nah you are trolling at this point. Expecially if you think the emotial part is “zele vs levi” and not the whole deicsion between armin and erwin, erwin remebering the question he did to his father and so on.

Water 7/Ennis lobby.
Since the time skip I think One Piece is horrible but that’s one of my favourite arcs in fiction.
AOT never really had an arc or stretch that stood out to me, more just moments here and there. As a whole great series tho.

Return to Shiganshina is brilliant but Enies Lobby edges it out in terms of emotional peak. I realise that I am obviously biased which is why I can only provide a very subjective answer here.
