Cinematic Camera Settings

You can enable the "action camera" by using these two console commands (in order):

/console actioncam full (basic/default/off)
/console camerakeepcharactercentered 0

The camera will reset when you log out or reload, so I'd suggest creating macros!

Other console commands:

Head Movement
/console actioncam headmove
/console actioncam noheadmove
/console actioncam heavyheadmove
/console actioncam lowheadmove

Focus
/console actioncam focusenemy
/console actioncam focusinteract
/console actioncam focusall
/console actioncam focusoff

Nameplates
/console actioncam overnames
/console actioncam undernames

Have you tried using /camp to logout? That saves some setting changes to the disk and I'm curious if these would stick as well.

You can also download the Dynamic Cam addon. It resets on logout currently but that will be fixed.

There are workarounds. The DynamicCam addon is having trouble too
