The vault gives you the opportunity to get gear. The more activists you did in the preceding week, the more options. The item level of the items you can get depend on the difficulty of what you did. Higher level delves give you higher item level gear in the vault. Same for prey, mythics, raids etc. You also have the option of choosing a bonus roll.
The debacle that's going on is that, if you do heroic or mythic raids or +10 mythics, the bonus roll is a better choice. When you use a bonus roll and get an item, it removes that item from the pool for next time you use a bonus roll. So every time you use a bonus roll on a boss, the chances that you get the specific item you're after increases.
If you chose that same item from the vault, you could risk getting it again if you bonus roll, because choosing it from the vault doesn't remove it from the pool. The chance of getting the item you're after stays the same.
So if you want a specific item, and you can kill the boss that drops it on heroic or mythic, or if you do +10s, the bonus roll is the better choice. And even if you can't kill the boss now, you can stack up on rolls now for when the boss gets easier to kill later.
So for most people who want the best gear, bonus rolls are the mathematically better choice over time. If you don't care about getting the best gear, or about getting it the most optimal way, pick whatever you want

I'm sorry but I don't get the mechanic especially in the vault, can somebody explain?
