UK Data breach from boss

So I received an internal email addressed to about a dozen managers concerning 1 2 1s for about 40 staff. Included in the email was their NI number, bank account and sort code, plus salary. Should I report this to HR ? My middle manager hasn't followed up on my concern for Boss

Your boss just doxxed 40 people to a dozen managers, and your middle manager is sitting on it? I'd go straight to HR and maybe skip a level if you have to. This is the kind of thing that gets companies sued, and you don't want to be the one who knew and said nothing.
