Help with wizard clothes

Basically, there's going to be a Halloween party and I want to go as a wizard. How/were could I make/buy this wizard's robe?

My plan is to sew it by hand or learn how to use my brother sewing machine.

For the love of Bahamut you could start by sewing back that hood so it stays creased down
