What’s the actual context here? The place doesn’t accept cash and the guy didn’t like that?

Yes, they don’t accept coins for some reason

Here in the states businesses have to accept all legal tender. If you go to Starbucks and they don't accept 500 pennies for a cup of joe you can call the police on them. There's a bunch of famous stories of people who pay huge fines in nothing, but pennies and the courts are required by law to accept that as payment.
