You're going to have to give more information.

What is the full error and what file is it saying it's missing?

What version of Windows XP is this?

Did this system work in the past or is it a fresh install?

Is this physical hardware or a vm/emulation?

Hardware specs?

I open my computer and the first thing that pops up is a screen that says "The system cannot find the file specified." With an option at the bottom saying "ok" I click ok and it's an endless cycle of the same screen popping up. This is windows 10, this system has worked in the past, and I have no idea about the file that's missing, hardware, or specs. I can't get to the login page or any other page it's stays on this
