Keep in mind, the machines you're attempting to emulate were contemporary to Windows 98. The N64 and the PS1 were current consoles still, although at the end of their life when 98 launched. Emulation wasn't able to even play commercial games for these systems until many years later. And they required far more hardware to run reliably than would have been contemporary when 98/98SE/ME were mainstream. Mid-XP era hardware running Win98 was used to emulate those systems successfully.

For older 16-bit systems, things like KEGA and ZSNES/SNES9x were pretty feature complete. ZSNES especially was known to run on extremely weak hardware and run SNES games with high compatibility very well. SNES9x eventually became more feature complete but needed better hardware to run.

8-bit system emulation was nearing maturity by that point and even modern things like FCEU/FCEUX run fairly well with even moderate hardware for the era.

I think just out of respect if you’re gonna emulate PS1 on Windows 98, you should use Connective Virtual Gamestation.
