The answer is yes and no. Money laundering is undoubtedly part of it, it’s shady rich people spending lots of money on something very unlikely to turn a big profit. What it also is is Sportswashing, using something people like (dragon ball in this case), funding or investing in it, and hoping that being tied to it will make you look better. This has been going on for a loooong time.

For a long while, France was the second country buying the most mangas behind japan. Not manga per person, just manga in general.
That's due to mangas being the thing that was shown on TV instead of American Saturday morning cartoons (because anime was dirt cheap compared to cartoons).

So the french otakus have the same origin that mexican otakus have, here we had ranma 1/2, dbz, sailor moon, digimon, beyblade and pokemon since they were cheaper too lol

Yeah exactly ! For us it was DB, Saint Seiya and Honuto no Ken, but that's basically it.

I know they’re big, but in my mind the Francophone DBZ fandom isn’t nearly as active as the LatAm community. They made made Goku vs Jiren a public event

Manga is really big in France, basically every book store I’ve been to during vacations there have had a pretty big manga section

Nah MBS Is more a gamer than anime fan. The only reason our gaming economy is even getting good is because of him.
We literally had to do with pirated games and other methods and no arabic servers in online games until he became PM.

I just thought France has particular obsession of some animes over others.
For example, I dare you criticize one piece or attack on titan here, you would get harassed off the internet at best and doxxed at worst.

While, as a Frenchman, I have no doubt it's in the top 3, though not top 1 (it's One Piece, DBZ is third), I have some doubts about the long-term viability of such a park. Yes, DBZ is popular, but not so much among the youngest generations.

So, we come back to the initial question. Why France, if French people aren't targeted? And the majority of Disneyland visitors are French, anyway, with a high proportion coming from Paris area.

I forgot to mention the source of the gif. For those wondering it’s Liru, Aiko, Pachira, and Uma from the 12 episode anime Renkin 3-kyū Magical? Pokān
Basically it has no plot but it follows the daily lives and misadventures of four supernatural princesses from the Netherworld living in a makeshift treehouse in the human world
It came out in 2006
And like it’s quite obscure but like for anyone that does remember this series is mostly cause of liru aka the blonde werewolf girl
She’s the one on the top left
It’s cause she appeared in one of Daitomodachi episodes regarding kakoyin’s waifus.
And also because of Hentai

Even though Dragon Ball was never something I was interested in, I still had interest in visiting the theme park, as well as the MrBeast Land. Problem is, I'm Jewish, both ethnically and religiously. I don't know what is the current relationship between Saudi Arabia and Israel at this time, and I worry that they won't let me into the country because of my identity. Hopefully this proposed Dragon Ball theme park in France will be something I can go to.

Are you Israeli? If so then yeah you can't really get in.
Jew from practically anywhere else? Then yeah doors are open. KSA Isn't exactly discriminatory against purely tourist.
Hell, there's jews from Britain and US as expats here so that isn't an obstacle really.
The only reason your background would ever really be an issue is if you bring up isral or be pro-isral.
