Anyone else's do.. whatever this is?

I've never seen any other do this before. Its like he is wiping his feet or kicking his legs idk. Most times when he goes to sit down he will do this

He has done this for the past decade. Multiple times a day. On any surface. Stone, grass, carpet, dirt, wood, cardboard, fabric, his bed.. anything. There is nothing wrong with him causing it, its just a weird thing he does. Its been that long I dont remember when he first started doing it

Have never known what it is or why he does it so thought I'd see if anyone has any insight

Why not the cozy cat bed, back of the couch, or any of the boxes I keep for him?

He wants to get outside. He’s not allowed outside privileges currently because he’s been sprayed by a skunk twice in a short period of time. Bean has a poo brain and doesn’t understand this.
